David Holland is executive and legal director of Empire State NORML, where he actively drafted and lobbied for the passage of New York's recent legalization of recreational use of marijuana. He's provided counsel to High Times Magazine handling all legal matters. David Holland is the co-founder and President of the New York City Cannabis Industry Association, co-founder and Vice President of the Hudson Valley Cannabis Industry Association, and is legal advisor to The Last Prisoner Project.

David is a highly sought-after civil and criminal litigation attorney. He has an extensive background in civil and criminal RICO cases as well as representing a broad range of stakeholders in the Cannabis industry. David has been and remains a leading voice in New York’s legalized cannabis laws and emerging industry rules and regulations.

David is the Executive and Legal Director of Empire State NORML, the New York State affiliate of the National Organization for the Reform of Marijuana Laws (NORML). He is also a co-founder and President of the New York City Cannabis Industry Association as well as a pro bono Legal Advisor to the Last Prisoner Project (LPP). He has obtained six presidential acts of clemency for elderly prisoners of the War on Drugs who were serving life without parole for cannabis offenses.
